Writing a government proposal can feel like staring at a blank page with 20 tabs open and a deadline ticking. I get it — most small business owners know how to do the work but freeze when it’s time to explain it in “government speak.”
Here’s the good news: proposal writing is a skill you can master. In fact, there are a few simple strategies that can take your proposals from ignored to awarded. Let’s break them down.

This sounds obvious, but you’d be surprised how many proposals get tossed because someone ignored a tiny requirement. If the RFP says “12-point font, single spaced, PDF only” — do exactly that. No shortcuts. No “I’ll just change this one thing.”
👉 Fact: contracting officers are required to reject non-compliant proposals, even if the idea is great.
A strong GovCon proposal is not about impressing with fancy words. It’s about clarity. Use the language from the scope of work and evaluation criteria. That way, when the evaluator checks your response, they see a mirror image of what they asked for.
Don’t just say, “We provide janitorial services.” Say, “Our team uses EPA-approved cleaning products, daily quality checks, and a dedicated site supervisor to ensure compliance with OSHA standards.”
Details show you understand the work and already have a plan.
You don’t need a million-dollar history to look credible. Start with:
Subcontractor projects
Commercial work that’s similar
Even volunteer work (if relevant)
Then explain how those experiences prove you can handle federal standards.
The government isn’t always looking for the lowest bid — they’re looking for the best value. That means your price should make sense, cover your costs, and still look competitive.
💡 Tip: Break down your pricing so it’s clear and transparent. A clean cost structure builds trust.
Writing proposals doesn’t have to feel like pulling teeth. With the right strategies, you can put together a solid, compliant, and competitive package every time.
